Writing in PPR, the Institute of Public Policy Research’s journal, Jasper Gerard has argued that, “When it comes to booze, society seems to have lost its senses,” and implies the UK has lost-the-plot on alcohol regulation.

The claim in comes alongside calls for ‘tough-love’ tactics to tackle the UK’s drinking culture in which a fifth of 11-15 year olds drink alcohol at least once a week.

Amongst the recommendations, is the idea that the legal drinking age, in the UK, should be raised to 21. Gerard states that with such a move, “it is at least possible that those in their early and mid teens will not see drink as something they will soon be allowed to do so therefore they might as well start doing it surreptitiously now.”

Both industry, and alcoholism support groups have already challenged Gerard’s comments.

A flash flood sent a torrent of water rushing over two waterfalls in southern Thailand. More than 100 tourists and people celebrating Songkran (Thai New Year) were cooling off in the water beneath the falls. “Seven more dead bodies were brought to hospital this morning, bringing the death toll up to thirty-five,” said Sinchai Rongdej, the hospital director at Yantakhao district. Fifteen of the dead were children. Thirty-four of the confirmed dead were Thai, Sinchai said, while one of the victims was a Laos national. Latest reports from the Bangkok Post indicate that the death toll had risen to 39 by Sunday nightfall, including 17 children. Of those injured, 25 have so far been discharged from hospital..

Provincial governor, Arnon Manasvanich said, “The search is continuing, but my belief is we might find more bodies of women and children as they couldn’t escape in time.”

“We are still searching in the hope of finding survivors — we do have hope left,” said Colonel Sonthichai Awatanakulthep, Yantakhao police chief. In a later statement, Trang Province police Major-General Kachorn Siriwan admitted that at least 30 people were still missing.

Five Iranians captured in January by the United States during a security operation in Erbil, Iraq are continuing to be held by US authorities, despite objections from the Iranian government.

BBC News reported that US Secretary of State argued for the their releaseon the grounds they were “no longer useful,” but was overruled by the White House. Iran claims the five captured are diplomats, while the US maintains that they are members of the Revolutionary Guard and were supplying arms, money, and military training to Iraqi insurgents.

However, since that report, Iran said it has received some signals concerning the possible release of the five Iranians, state television reported.

Sunday was another violent day in Baghdad. Bomb attacks on a market place and a mini-bus, claimed the lives of as many as 35 people in Shi’ite neighborhoods of Iraq’s capital city.

Two car bombs went off within minutes of each other at a market place in the al-Shurta al-Arabaa district. The second bomb may have been targeting rescuers. At least eighteen are dead and many wounded.

In Kadhimiya in northern Baghdad, a suicide bomber boarded a minibus. Six were killed and eleven wounded when the explosives belt detonated.

In Karrada, an affluent neighborhood of Baghdad, a parked minibus blew up in a street with electronics shops, possibly targeting a police patrol. Five were left dead and another ten injured.

Separately, two British Puma transport helicopters crashed after they reportedly collided. Two crew members were killed.

Explosion at earthquake-damaged Fukushima nuclear power plant

An explosion has been reported at Japan’s stricken Fukushima Daiichi nuclear power plant after its cooling system was damaged by a massive 8.9 magnitude earthquake that hit off the North-East coast of Japan on Friday. The explosion occurred at around 3:00pm local time (6:00am UTC). According to the plant’s operator, Tokyo Electric Power Company, four workers were injured in the explosion.

The explosion occurred as workers were attempting to cool a reactor by injecting water into its core. Local media are reporting that the plant’s exterior walls have been destroyed and only a skeleton structure remains.

More than 45,000 residents within a 10-kilometre radius of the plant have been evacuated.

Television reports show white smoke coming from the plant. Local authorities are warning residents in the vicinity of the plant to stay indoors, turn off air-conditioners and not to drink tap water. According to Japan’s nuclear agency, radioactive caesium and iodine has been identified at the plant. Authorities speculate that this indicates that containers holding uranium fuel at the site may have ruptured and are leaking.

India: Maharashtra plastic ban comes into force

On Saturday, the plastic ban in the Indian state of Maharashtra came into force. In an attempt to minimise pollution, the state government has introduced a ban on single-use plastics.

The leader of the Yuya Sena political party, Aaditya Thackeray, said on Twitter, “The ban on single use disposable plastic cups, plastic bags, plastic straws, plastic plates and cutlery, styrofoam cutlery and non woven bags”. He added, “these are global issues now and we have taken a step to combat it”.

Plastic pollution has led to the choking of drains, marine pollution and a risk of animals consuming plastics. This year, India’s motto for World Environment Day — June 5 — was “Beat Plastic Pollution”. People violating the plastic ban are to face a fine of 5,000 Indian Rupees (INR) for the first offence. For the second offence, the fine is INR 10,000 and the third time offence is INR 25,000 and a three-month prison term. Deputy municipal commissioner Nidhi Choudhary said, “To weed out corruption, we plan to give inspectors payment gadgets for electronic receipts of the fines”.

The Maharashtra government has given a 90-day period for manufacturers to dispose of existing polyethylene terephthalate (PET/PETE) plastic spoons and plates, while shopkeepers and citizens in general have six months to dispose of plastics. However, the ban does not prohibit plastic usage for wrapping medicines or milk cartons thicker than 50 microns.

The state government had announced the decision for the plastic ban on March 23. According to NDTV’s report, Maharashtra is the eighteenth Indian state to enforce a state-wide plastic ban. Aaditya Thackeray also said, “I congratulate the citizens for making this into a movement, even before the ban was enforceable, giving up single use disposable plastic.”

Ethics debate surrounds surgery to stunt disabled girl’s growth

An ethical controversy has surged in the United States and elsewhere around nine-year-old Ashley X (her family name has not been released). The disabled girl was operated upon at the request of her parents, to prevent her from growing, menstruating and developing breasts. The parents, who wish to remain anonymous, explain their situation on a blog entitled The “Ashley Treatment”. There have been over 1000 reactions on the blog so far.

Ashley suffers a condition termed static encephalopathy with marked global developmental deficits of unknown etiology, which means brain damage of unknown cause leading to a kind of static condition. She can make sounds, move her arms and kick her legs, but she cannot change her position, eat, walk, talk etc. Many of these children are in poor health and die young, but Ashley is in good health. For all of these functions she depends on her caregivers. Most of the day she passes watching her surrounding, lying on a pillow. Her parents call her their “Pillow Angel”, “since she is so sweet and stays right where we place her—usually on a pillow.”

Ashley’s parents want to keep her at home and care for her themselves, and they want to guarantee their daughter’s quality of life. To this end, they say, Ashley underwent several surgical procedures and medical treatments during a period of three years. To attenuate her growth, Ashley was given high doses of the hormone estrogen. Ashley now measures 4ft 5 (1m 35cm) and weighs around 75 lbs (34 kg), which is below her expected length and weight. Her low body weight and size would improve her comfort, and at the same time facilitate the work of her caregivers.

Surgery to remove her uterus (a procedure called a hysterectomy) and breast buds were performed, so Ashley does not menstruate and will not develop breasts, both of which parents think only would cause her discomfort. Since high estrogen levels can cause menstrual bleeding and breast development, the surgery was also meant to limit these effects. She also underwent surgery to remove her appendix, because it would be difficult to diagnose appendicitis given Ashley’s low communication possibilities.

Nine dead after biker gang feud in Texas

Nine people are dead and eighteen injured after a shootout among alleged rival biker gangs broke out inside a sports bar in Texas yesterday.

The violence erupted at Twin Peaks Sports Bar and Grill inside a shopping mall in Waco. The fight which included up to five biker gangs quickly escalated, resulting in a gunfire battle across two car parks. Waco Sergeant Patrick Swanton said an argument about a parking spot may have sparked the fight.

Restaurant customers said they waited out the fight with staff locked in a freezer room. Swanton said all but one of the deaths occurred at the scene, with the ninth in hospital.

Swanton said, “This is probably one of the most gruesome crime scenes I’ve ever seen in my 34 years of law enforcement”, and, “I was amazed that we didn’t have innocent civilians killed or injured.”

Police officers were present and quick to intervene when the shooting broke out as they knew beforehand of a planned meeting.

Britney Spears fired by management company

The Firm, a company which pop singer Britney Spears hired to manage her career just over one month ago, no longer wishes to manage Spears, and has terminated the services they were providing her to promote her new record.

“We have terminated our professional relationship with Britney Spears. We believe she is enormously talented, but current circumstances have prevented us from properly doing our job,” said the company in a statement to the media. Jeff Kwatinetz was the manager for Spears. It is not yet known what circumstances caused the company to sever their ties with Spears.

Spears is releasing a new album, scheduled to be put on shelves in November, and her record label, Jive Records, has stated that the recent incident will not delay the release of her record.

“The label does not comment on artist/management relations. We’re gearing up for a Nov. 13 album release date,” said the record label in a statement to the media.

Wal-Mart owes back taxes, according to State of Wisconsin

According to the state of Wisconsin, Wal-Mart has avoided paying millions of dollars in state taxes by paying rent on 87 Wisconsin properties. The Wisconsin State Department of Revenue call this behavior “abusive and distortion of income.”

Wal-Mart is doing this by setting up one subsidiary to run all its stores and setting up another subsidiary to own its real estate. The operating subsidiary then pays the rental cost to the real estate subsidiary and takes a tax deduction for the rent. This money will, however, end up in the corporation’s own pocket.

As a result of Wal-Mart’s actions, the state tax auditors say that Wal-Mart owes more than $17.7 million in back corporate income taxes, interest and penalties from 1998-2000.

The Wal-Mart corporation claims that they are doing nothing wrong, rather they are taking advantage of an overlap of state and federal tax laws in an effort to reduce their taxes and costs.

Polish drug company Jelfa ordered to shut-down over mislabelled drugs

Polish Prime Minister Jaros?aw Kaczy?ski has ordered the pharmaceutical company Jelfa to halt production following revelations that Jelfa had placed mislabelled medication on the market, whose use could be potentially fatal.

Jelfa distributed vials labelled as Corhydron, a hydrocortisone used to treat allergies and inflammation, but in fact containing Suxamethonium chloride, a drug normally used to cause muscle paralysis during emergency surgery.

The Health Ministry has appealed to people suffering from asthma or allergies to check their medication and return any Corhydron ampoules they possess to the pharmacy.

Polskie Radio reports that the mislabelling was discovered a month ago, but Jelfa and the Polish Health ministry did not inform of the problem.

Prime Minister Jaroslaw Kaczynski ordered Jelfa to halt production until it can assure the Polish Government that it can properly manage its production.

The Polish Outlook reports that that drug companies in Poland were operating unregulated since December, 2005 as the regulations has expired. The government was putting in place new regulations.

The owner of Jelfa is AB Sanitas, the largest drug producer in neighbouring Lithuania. The shut-down has been questioned by the Lithuanian Prime Minister Gediminas Kirkilas, who expressed concern over the situation and said that he wants to try to settle the issue diplomatically.
