The French capital Paris has seen a second night of violence by demonstrators, who have blamed police for the death of a motorcyclist on Sunday.

On Sunday night youths in the eastern suburb of Bagnolet, set 29 vehicles alight and threw stones and petrol bombs at police. Monday night was “relatively calm” according to Samira Amrouche, spokeswoman for the regional administration, the authorities having depolyed 40 vans of riot police only 8 vehicles were burnt.

The motorcyclist, a pizza deliveryman, was killed when he fled police attempting to examine his documents, dying when he was struck by a pursuing police vehicle according to the youths,however in the police version his death was a result of him crashing into barriers.

The current violence has echoes of the unrest in 2005, with again dissaffected youths of Arab and black descent venting their anger and frustration.

The leaders of the North American Free Trade Agreement (NAFTA) met in Guadalajara, Mexico on Sunday and Monday. The leaders of the three countries (Barack Obama of the United States, Felipe Calderón of Mexico, and Stephen Harper of Canada) promised to work together on swine flu, organised crime and green issues.

Despite disputes in a number of areas remaining unresolved, the three leaders succeeded in presenting an amiable Three Amigos image. The three leaders expressed solidarity, and an understanding of each others position.

The unresolved issues include the buy American clauses in the US stimulus package, tit for tat reprisals by the Mexican authorities over Canadian visa restrictions on Mexican travellers, and the US ban on Mexican trucks from crossing the border.

Risking the ire of human rights activists back home President Obama expressed support for President Calderón’s war against drugs saying he had “great confidence” in the Mexican authorities.

Mexican Federal Police (Policía Federal) have foiled an alleged plot to assasinate the President of Mexico Felipe Calderón. Acting on intelligence gathered over a year the Federal Police arrested five drug cartel members on Sunday and publicly paraded their captives and a number of weapons ,including automatic rifles, on Monday. Speaking during a summit of North American leaders Calderón played down the threats on his life, saying that the cartels are being destroyed by his policies.

Some 11000 have died since President Calderón’s took office in 2006 and made the war on drugs a cornerstone of his administration.

Aung San Suu Kyi has been sentenced by a court in Burma to a further three years of house arrest for violating the terms of her previous sentence. However her sentence was immediately commuted to 18 months on the orders of Burmese head of state Senior-General Than Shwe out of respect for her father General Aung San and out of a desire for “national reconciliation”.

The period of her arrest will prevent Aung San Suu Kyi from participating in the general elections scheduled for 2010. The sentence was immediately condemned by Western leaders, and breaking from their usual silence, the Association of South East Asian Nations (ASEAN) through its current chair Thailand issued a statement expressing disappointment. The ASEAN statement and talk of further European Union and United States sanctions are unlikely to have any impact on Southeast Asian country given the support of India and China.

The Chinese issued a statement calling for the world to respect Burmese sovereignty and laws, and is seen as an indication that China, a veto power will not support any United Nations actions.

John Yettaw whose unauthorised visit led to Aung San Suu Kyi’s prosecution has himself been sentenced to seven years imprisonment, four of which will be for hard labour.

Four employees of the Rio Tinto Group have been formally arrested in China on charges of bribery and using improper practises in its negotiations with Chinese companies. The Chinese accuse the men of improperly learning the negotiating position of Chinese companies wishing to buy iron ore, and through this charging 700 billion yuan (US$102.46 billion) more then they would otherwise have been able to

The four were initially held on espionage charges and have been held since early July. The formal charges allows the Chinese authorities to hold the four a further seven months as it prepares its case against them. Their arrests followed the collapse of an attempted by Chinese owned Chinalco to raise its stake in the Anglo-Australian Rio Tinto Group to 18%.

Michael Jackson will be the star of a film to be released on October 28, some four months after his death. The film will be primarily cut from footage of Jackson rehearsing for the series of concerts that would have taken place at the O2 in London, but will also feature interviews with Jackson’s family and friends.

The film becomes possible after AEG Live, the promoter of the O2 concerts, reached an US$60 million agreement with Columbia Pictures for over 100 hours of footage of Jackson preparing for his swan song.

“He was the architect of ‘This is it‘, and we were his builders…” said Kenny Ortega, Jackson’s collaborator on the project “…it was clear that he was on his way to another theatrical triumph.”

BP: New cap on Gulf of Mexico oil well in place

For the first time since April 20, no oil is flowing into the Gulf of Mexico, though the halt may be temporary, as integrity testing began on a new sealing cap. The cap was installed on a leaking well in an effort by the BP energy company to contain oil spewing into the Gulf of Mexico. The previous containment cap, which was removed Saturday, had a much looser fit than the new one and allowed oil to escape into the Gulf. It took about three days for the cap to be removed, the site prepared, and the new one to be slowly lowered into position.

The energy company had planned to begin running integrity tests Tuesday to measure the performance of the well under pressure. The tests were delayed a day for further analysis, but clearance to proceed was given Wednesday afternoon, then a leak in a choke line had to be repaired. BP senior vice president Kent Wells announced at his Thursday afternoon briefing that the final valve on the cap assembly started to close at 1:15 PM Thursday and was fully closed at 2:25 PM, finally shutting in the oil flow. If the tests show that the well is strong enough, the sealing cap valves will likely remain closed. If the well cannot be safely closed from the top, the new cap is designed to funnel almost all the oil to ships above while two relief wells are constructed for a permanent fix. After the old cap was removed, oil flowed freely into the waters of the Gulf until the present cap was installed at about 7:00 PM CDT Monday (00:00 UTC Tuesday).

BP has stated that this oil containment system has never been deployed at the current depths, nor has it been tested in the conditions that it will be expected to operate in. During the testing period, which could last anywhere from six to forty-eight hours, all undersea oil containment systems will be temporarily suspended. The company made clear that, even if the tests succeed, this does not mean that oil leakage has permanently ceased.

Doug Suttles, a BP executive, explained that during the test, the well pressure will be carefully monitored. Suttles said at a Monday briefing that the ideal would be for tests to show high pressure around the seal, indicating that no oil is escaping. He also stated that on the other hand, the pressures could be lower than anticipated, leading to the assumption that the well is damaged and is leaking oil and gas into surrounding rock. If this were to happen, keeping the cap shut could further damage the well. The solution for this scenario is to reopen the valves and funnel most, if not all, of the oil to ships above.

Drilling of the first relief well was suspended until completion of the integrity test. Kent Wells explained at his Wednesday morning briefing that the first relief well is now 4 feet from the original well and there is a remote possibility that the pressure test could open a path to the relief well. Drilling of the second relief well has stopped at 16,000 feet so as not to interfere with the first well and to keep routing options open in case the first relief well fails. Even if the pressure tests do succeed and the main well is shut, work on the first relief well will continue until it intercepts the main well. When this occurs, mud and cement will be pumped into the well for a permanent seal. Containment and clean up operations will continue even after the relief wells are finished to deal with oil already released.

The Deepwater Horizon oil spill began on April 20 when the Deepwater Horizon oil rig exploded, killing eleven and marking the start of the worst offshore oil spill in United States history.

At a U.S. House Armed Services Committee meeting broadcast on CSPAN, former CIA Director Woolsey talked about the 18.5 billion dollar bid by the government-backed China National Offshore Oil Corporation (CNOOC) for the purchase of Unocal Corporation. He said this is definitely a strategic energy power move by China, and it was not for economic gain. Others are still worried about EMP.

U.S. Treasury Secretary John Snow heads a committee that can block the takeover. The U.S. House of Representatives passed a measure in June by a wide margin to form the committee under Snow. U.S. national security concerns are at stake according to analysts and many conservatives.

The United States reluctance to allow China’s unsolicited bid for an American oil company surprises some. When Russia claimed their own oil companies could not be bought by Americans for both “strategic” and “national security” reasons, the United States was vehemently opposed to that position.

Crusaders win Super 14 final in eerie mist

The Canterbury Crusaders won the inaugural Super 14 title, downing the Wellington Hurricanes 19 points to 12 at Jade Stadium, Christchurch. The game was dominated by surreal conditions – a thick fog made viewing the game from the top of the stands impossible. Only one try was scored in the mistake-riddled game, to Crusaders centre Casey Laulala.

Both sides were consulted prior to the match on whether the final should be postponed, as a thick fog engulfed the sold-out Jade Stadium. Patrons in the South Stand turned their attention to the stadium screen behind them, as they could not see anything through the mist. The television audience was in a similar position, with most of the pictures being shrouded in a white cloud. Sky Sports commentators split the commentary between themselves and a sideline commentator, as they could not see the other side of the pitch from the commentary box.

Referee Jonathon Kaplan and the players of both the Crusaders and Hurricanes were asked if they wished to continue at half time, there was apparently a clear view that everyone wanted to continue with the final. The final score was 19 points to 12, a converted try being the difference. For the Crusaders, it was the team’s sixth championship in 11 years. Despite the eerie conditions, jubilant celebrations followed after full-time.

Native Hawaiian sovereignty bill to be debated in U.S. Senate in June

The U.S. Senate has scheduled debate and a vote in June on a bill that would allegedly initiate a process for Native Hawaiians to achieve the same level of self-governance and autonomy over their own affairs that many Native American tribes currently have. Critics of the bill characterize it as going much further than any existing tribal recognition, creating a governing entity based solely on race, without the same requirements as needed for Native American tribal recognition, such as having existed predominantly as a distinct community, having exercised political influence over its members as an autonomous entity, and have continuously been identified as a tribal entity since 1900.

Senator Daniel Akaka (D-Hawaii), the main proponent of bill S. 147 (the Native Hawaiian Government Reorganization Act) and a Native Hawaiian himself, had been giving daily speeches on the Senate floor since May 9 in support of the bill to raise awareness of it. His advocacy of the bill has led it to become known as the “Akaka Bill.” Opponents of the Akaka bill have made daily responses to the Senator’s speeches as well.

“I thank our majority leader, the senior senator from Tennessee, who is working to uphold his commitment to bring this bill to the Senate floor for a debate and roll call vote,” Akaka said after receiving the pledge from Majority Leader Bill Frist (R-Tenn.) on Friday. He also recognized his chief opponent, Senator Jon Kyl (R-Ariz.), who worked with Akaka “to uphold his promise to allow the bill to come to the floor for a debate and roll call vote.”

Frist is expected to file a cloture motion after the Senate returns from its May recess. A vote on the cloture motion would occur within 48 hours of filing.

Opponents of the bill, including Kyl, charge that the bill is a race-based privilege that the U.S. Constitution prohibits. Others, such as Sen. Lamar Alexander (R-Tenn.) imply that passage of the bill could have unintended consequences. In a speech on the Senate floor on Tuesday that preceded Akaka’s, Alexander likened the bill to recognizing Hispanic populations descended from pre-republican Texas or giving tribal status to the Amish or Hasidic Jews, the Honolulu Star-Bulletin reported.

Akaka believes that he has bipartisan support for his bill, with four Republican senators pledging support for it. At least six Republican senators would need to vote for the bill for it to pass, assuming that the bill receives solid support from Akaka’s fellow Democrats and the chamber’s one independent member who usually votes with the Democrats.

The Commission recommends against passage of the Native Hawaiian Government Reorganization Act of 2005 (S. 147) as reported out of committee on May 16, 2005, or any other legislation that would discriminate on the basis of race or national origin and further subdivide the American people into discrete subgroups accorded varying degrees of privilege.

Although the U.S. Civil Rights Commission redacted the findings section of their draft report before approving their final report, opponents of the Akaka bill have challenged the characterization of the findings section as being “historically inaccurate” by Akaka bill supporters.

Supporters of the bill, which include the Democratic members of Hawaii’s congressional delegation and Republican governor Linda Lingle, counter that Hawaii is a unique case because of its former history as an independent nation before the overthrow of the Hawaiian monarchy in 1893.

Kyl had placed a block on the bill when it was originally placed on the Senate schedule in July 2005, but has since agreed to allow the bill to come to a floor vote. The bill was later deferred indefinitely due in part to Hurricane Katrina.

Time Warner/Comcast bid to snap up Adelphia cable service

A bid topping $17.7 billion was jointly proffered by Time Warner Inc. and Comcast Corporation on Thursday to buy beleaguered Adelphia Communications Corporation in an industry consolidation move. Adelphia is the fifth largest cable service provider in the United States with nearly 5 million subscribers.

The market-share grabbing bid trumps the previous Cablevision offer of $16.5 billion. The bid is under scrutiny by the presiding judge over the Adelphia’s Chapter 11 bankruptcy filing, and must also be approved by the company’s creditors owed in the range of $20 million.

Bomb scare closes Times Square, New York

A car containing a bomb was discovered in Times Square, New York City, causing the evacuation of streets surrounding the area.

Reports say the vehicle, a Nissan Pathfinder, parked outside a theatre on 45th Street and Seventh Avenue, had smoke coming out of the back at around 6:30 p.m EDT (10:30 p.m. UTC). Unconfirmed reports say an unknown man ran away from the car. A roughly square area of the city, its boundaries formed by 43rd and 48th Street and 7th and 8th Avenue, was evacuated.

The New York Police Department bomb squad was called in and were able to retrieve the package using a robot. Officials removed gunpowder, consumer-grade fireworks, two five-gallon cans of gasoline, three propane tanks, electrical wiring, and two clocks with batteries that apparently were fashioned as one or two detonators. The bomb has been described as “amateurish”. No casualties or injuries were reported.

As of yet police have not named a suspect and are reviewing security footage. The car used by the suspect was stolen and had a non-matching license plate; the legitimate owner of the plates does not appear to have been involved in the incident.

President Barack Obama has congratulated the speediness with which the New York Police Department responded.

New York has been in a state of constant alert since the attacks that occurred on September 11, 2001. In September 2009, a plot to attack the New York Subway with suicide bombers was uncovered by police. In December 2009, Times Square was evacuated due to a illegally parked van, although it contained no explosives. On March 6, 2008, a small bomb was set off in front of the United States armed forces recruiting station in Times Square.

Buffalo, New York —Wikinews was the first to tell you that the Elmwood Village Hotel development in Buffalo, New York was to undergo “significant changes”.

The Elmwood Village Hotel is a proposed project that would be placed at Elmwood and Forest Aves. in Buffalo. In order for the development to take place, at least five buildings that house both businesses and residents, must be demolished.

To confirm and to get more information about the changes, Wikinews interviewed Eva Hassett, Vice President of Savarino Construction Services Corporation, the development company in charge of building the hotel.

Wikinews: The hotel proposal is being redesigned. Could you comment on that? What changes are being made? Are they significant?

Eva Hassett: The hotel has been resized as a 72-room, four story building. This is 10% smaller in number of rooms and a full story lower. We are also redesigning the facades in a way that will minimize the mass – more of a vertical feeling than horizontal. Different materials, windows, details. The smaller size of the hotel also makes the number of on-site parking spaces more appropriate and hopefully represents less of a challenge to an already difficult parking situation.

WN: Will you still be going before the city’s planning board as scheduled on February 28? Same for the Common Council?

Hassett: We will be on the Planning Board agenda this Tuesday morning but I do not expect that the Board will vote on the item that morning. I think we will be mainly explaining the new design and hearing input/questions.

WN: Will there be anymore public meetings?

Hassett: We would be happy to do one more big public meeting. We will be talking to Forever Elmwood about that on Monday (February 27, 2006). We would like to see if there is support for the new design and we also want to honor the public’s request for another meeting. I am hopeful that meeting can take place the week of March 6th.

WN: Is Savarino considering Mr. Rocco Termini’s design/proposal? If no, do you (Savarino) support/oppose?

Hassett: We are hopeful that we can build the hotel as redesigned. We think it would be a great addition to the Elmwood Ave. area, a good way for out-of-towners to see what Buffalo offers and a big help to the businesses there.

WN: Are you considering more time for the community to make a judgment?

Hassett: As I mentioned above, we expect to have one more meeting to get public reaction to the new design, and I think the Planning Board may want an additional meeting to make their determination. We do however, have constraints that will limit the amount of extra time. We still think it is a great project for the City and Elmwood; and we still want it to be something that the community wants as well.

So far, the City of Buffalo’s City Planning Board is still scheduled to meet at 8:00 a.m. (Eastern) on February 28, 2006 followed by the Common Council meeting at 2:00 p.m. on the same day.
